Hui Huliau Hou Workforce Development Programs

The Hui Huliau Puea Learning Center, overseen by Hui Huliau Hou, offers free, industry-recognized certification programs. These programs focus on instructing high school graduates from the Waianae Coast of Oahu, Hawaii, in the core principles of electronics and information systems. Additionally, our dedicated staff extends job placement assistance to graduates by leveraging our extensive network of local Department of Defense (s) and Federal Government contractors.

Waimea High School: Electronics Technology Dual Credit Program

Waimea High School is offering a dual credit program in electronics technology to prepare students to pursue an Associate in Science degree at Kaua‘i Community College in order to secure full time employment at Pacific Missile Range Facility in Waimea. Students enrolled in this program earn high school credit at Waimea High School and college credit at Kaua‘i Community College.

University of Hawai‘i, College of Social Sciences Academy for Hawai‘i Intelligence Summer Program

The College of Social Sciences at UH Mānoa started its Academy for Hawai‘i Intelligence Studies Summer Program (AHI-SP) in the summer of 2023. This innovative opportunity delivers a 3-credit, university-level course (POLS 120: Introduction to World Politics) and related programming to qualified Hawaiʻi high school students and incoming UH Mānoa freshmen. All expenses, including registration, tuition/fees, airfare, and on-campus housing/meals, are included (certain restrictions may apply). Credits earned may be applied to a higher-education degree.

University of Hawai‘i at Mānoa, Computer System Security

In the summer of 2024, the University of Hawai‘i at Mānoa’s College of Social Sciences announced a summer program in Cybersecurity. Designed for qualified rising juniors and seniors from O‘ahu and Maui high schools, this innovative program offers a rewarding 3-credit course and closely related activities. All expenses (including registration, tuition, and fees) are covered (certain restrictions may apply). Credits earned can be applied towards a higher education degree.

P3I provided three field trips for the students to learn about real world opportunities in Hawaii’s defense sector.

University of Hawai‘i Windward Community College, Introduction to Networking

In the summer of 2024, the University of Hawai‘i, Windward Community College’s ‘Ao Kahi Project offered an Introduction to Networking course to high school rising juniors and seniors. This course provides the student with the knowledge and skills to manage, maintain, troubleshoot, install, operate and configure basic network infrastructure, as well as to describe networking technologies, basic design principles, and adhere to wiring standards and use testing tools. The course also introduces the student to network security concepts.

P3I provided three field trips for the students to learn about real world opportunities in Hawai‘i’s defense sector.

Science and Engineer Apprentice Program (SEAP)

The Science and Engineering Apprentice Program (SEAP) is an 8-week paid internship for high school students. This summer internship encourages students to pursue a career in science and engineering, participate in research under the guidance of an appropriate research mentor, and engage them in Department of the Navy (DON) research and technology efforts across Naval Warfare Information Center (NIWC) Pacific’s mission areas of Command, Control, Communications, Computing, Intelligence, Surveillance, Reconnaissance (C4ISR) Space and Cyber. Students will work closely under the guidance of a research mentor and project team at one of our NIWC Pacific laboratory locations in Philadelphia, Hawaii, Japan, & San Diego. NIWC Pacific currently offers virtually, in-person, or hybrid (both virtual and in-person) internships providing flexibility to adjust to meet the project and mentor requirements.

Leeward Community College

Introduction to Computer Security (ICS 171)

Leeward Community College is offering an Introduction to Computer Security (ICS 171) to rising high school juniors, seniors and 2025 high school graduates this summer from June 2 – July 25, 2025.This FREE in-person class will examine the essentials of computer security, including risk management, the use of encryption, activity monitoring, intrusion detection; and the creation and implementation of security policies and procedures to aid in security administration.

P3I will enhance this course with field trips to defense businesses on O‘ahu and the opportunity meet and connect with information technology (IT) professionals.

The deadline to apply is May 1, 2025.
